Add the listing, adding and removing of User-based TMS API methods. Groups are associated with a User account through the GUI. Similar functionality should be available via the API.

The use case for this request seems pretty limited. Although we may revisit this when we next update the API as a whole for now we are marking this as "Unlikely to Implement"
Could you please add some more details here as to the use case required for the API updateuser or createuser API commands?
