Ability to have Global Variables which stay the same across Instruction Sets

Variables in IDLx are Instruction Set specfic and they have unique values in each instruction set. However it would be really useful being able to create a global variable that maintains the same value across all instruction sets and if modified the modified value would be across all instruction sets

Who would most benefit from this idea? Lab Developers or Lab Authors
What is the problem you are trying to solve?

This is trying to improve operational effciency for Lab Developers. A couple of use case sceanrios:

  1. Activities access an external service that authenticates using some type of API Key or secret. The key is changed and the Lab instructions need to be updated. JKust changing this in one place ensure operational effciency improvement and accuracy as only having to change once not once for each instruction set which could be many

  2. Variables are being used to setup start values applicable across all Instruction Sets, These variables would be easy to manage if they are modified once by the Lab Developer and then are set against all Instruction Sets. This could then also potentialy beused if the values are maintained which switching instruction sets (idea 592) and be maintaining data as required during the switch. An example of this would be the Ask For Help activitities we developed so the count of help requests can be maintained when switching.
